My phone internet has been bad ever since I got back to the States a week or so ago.
They throttle devices tho so it could be why.
Yes. The main cause of the outages is the fact that some of the older routers that direct internet traffic have a router table limit of 512,000 entries. Some carriers have published tables with more than 512,000 entries and that has caused those routers to either shut down or perform much more slowly.
Renesys has a good, plain language article describing the issue.

No problem here in Hunterton Co. NJ at home or at work or on mobile sevices
Why no. In fact, I just got upgraded to 100Mbps down/50 Mbps up service for something on the order of $10 extra a month, raising my total bill to around $40, including some sort of movie-on-demand service that I’m not sure how to navigate given it’s all in Chinese. But then again I don’t live in the GREATEST COUNTRY ON EARTH–I don’t even live in a “real” country at all–so I guess I don’t get to share in the pride that is uniquely yours.
The outages are sporadic and whether or not you are affected depends on the routes between your ISP and the site you’re attempting to reach. The good news is that the issue will decrease as routers are upgraded or workarounds are applied.

Wait for the coming increase in service price points for internet connections and forced migration to fiber (but only in affluent areas).
The US internet infrastructure is failing for the same reason every other infrastructure in America is.
On occasion, but that’s only because I live in a relatively remote location. Then again urban centers aren’t always better, what with thousands of users concentrated in small areas, it reduces the bandwidth available for everyone.
