The first targets in any FEMA emergency would be Hispanics and Blacks, the FEMA orders call for them to be rounded up and detained. Tax protesters, demonstrators against government military intervention outside U.S. borders, and people who maintain weapons in their homes are also targets. Operation Trojan Horse is a program designed to learn the identity of potential opponents to martial law. The program lures potential protesters into public forums, conducted by a “hero” of the people who advocates survival training. The list of names gathered at such meetings and rallies are computerized and then targeted in case of an emergency.
I am shaking from head to toe. I do not know if this FEMA stuff is real or speculative. Not knowing much about FEMA I’ve been searching around for info and found this ‘obsenity.’ Is it real?
Executive Order Number 12148 created the Federal Emergency Management Agency that is to interface with the Department of Defense for civil defense planning and funding. An “emergency czar” was appointed. FEMA has only spent about 6 percent of its budget on national emergencies. The bulk of their funding has been used for the construction of secret underground facilities to assure continuity of government in case of a major emergency, foreign or domestic.
Executive Order Number 12656 appointed the National Security Council as the principal body that should consider emergency powers. This allows the government to increase domestic intelligence and surveillance of U.S. citizens and would restrict the freedom of movement within the United States and grant the government the right to isolate large groups of civilians. The National Guard could be federalized to seal all borders and take control of U.S. air space and all ports of entry. Here are just a few Executive Orders associated with FEMA that would suspend the Constitution and the Bill of Rights. These Executive Orders have been on record for nearly 30 years and could be enacted by the stroke of a Presidential pen:
EXECUTIVE ORDER 10990 allows the government to take over all modes of transportation and control of highways and seaports.
EXECUTIVE ORDER 10995 allows the government to seize and control the communication media.
EXECUTIVE ORDER 10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals.
EXECUTIVE ORDER 10998 allows the government to take over all food resources and farms.
EXECUTIVE ORDER 11000 allows the government to mobilize civilians into work brigades under government supervision.
EXECUTIVE ORDER 11001 allows the government to take over all health, education and welfare functions.
EXECUTIVE ORDER 11002 designates the Postmaster General to operate a national registration of all persons.
EXECUTIVE ORDER 11003 allows the government to take over all airports and aircraft, including commercial aircraft.
EXECUTIVE ORDER 11004 allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations.
EXECUTIVE ORDER 11005 allows the government to take over railroads, inland waterways and public storage facilities.
EXECUTIVE ORDER 11051 specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.
EXECUTIVE ORDER 11310 grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.
EXECUTIVE ORDER 11049 assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.
EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. The Federal Emergency Management Agency has broad powers in every aspect of the nation.
I know there are lots of Americans out to undermine the government, but if this stuff is true I don’t blame them. I have been so disgusted with the government since Bush came into power.

Is probably test of competence as hurricane Katrina swept over Gulf Coast States, which led to stalemate on command structure. Thousands of Americans died because of war of competence as FEMA prevented other aid agencies to enter disaster area. Emergency relief offered by – Texas Houston Fire Dep’t Rescue teams – New Mexico Gov. Bill Richardson’s offer – Illinois Chicago teams on stand-by and not allowed in.
Ultimately the Feds will win as they provide the money resources and have CDC to act on health issue while Bush so quickly responded on EPA measures.

Bush and Chertoff
Incidentally, according to the White House website, on the same day, Monday, Aug. 29, Bush told an audience in Arizona that he had been on the telephone that very day to “Mike Chertoff, the head of the Department of Homeland Security.” The matter was so urgent that he had called Chertoff from Air Force One, while flying to the meeting in Arizona. And what was the urgent matter that Bush and Chertoff discussed — while the 17th Street Canal and Industrial Canal levees were breaking and floodwater was filling up New Orleans?
“I said, are you working with the governor? He said, you bet we are. That’s the most effective way to do things, is to work with the state and local authorities. There are more resources that will be available.”
And resources for what exactly? “We’ll have more folks on the border; there will be more detention space to make sure that those who are stopped trying to illegally enter our country are able to be detained.”
That’s right. While the levees were breaking, Bush was calling Chertoff to make sure there were more hoosegows for Mexicans trying to cross the border. Priorities, priorities — ya gotta stay focused on the priorities! That’s leadership.

WASHINGTON Sept. 8, 2005 — The U.S. Immigration and Customs Enforcement agency acted today to ensure it has adequate numbers of employees in the Gulf Coast region to continue protecting rescuers and helping New Orleans police.
In an internal memorandum distributed to Customs Enforcement employees, the agency’s director of human resources, Christine M. Greco, directed workers to withdraw offers to volunteer for hurricane relief duty with the Federal Emergency Management Agency (FEMA). Both agencies are under the Homeland Security Department of Head Chertoff.
“We want to be careful we’re not stretched too thin,” said a spokesman for Customs Enforcement, Dean Boyd. “It’s a daunting task helping … local police.”
Boyd said the decision was made with FEMA’s approval. The disaster agency last week solicited more than 1,000 volunteers from elsewhere in the Homeland Security Department for rescue support roles such as helping hurricane victims to fill out paper work and informing victims where to seek help.
Greco’s memo, obtained by The Associated Press, told Customs Enforcement employees who volunteered with FEMA that, “You will instead be part of the ICE effort to support law enforcement activities.”
Greco praised the hundreds of employees who already had volunteered to work under FEMA, calling them “valiant and considerate.” She said any Customs Enforcement employees unhappy with the new volunteer arrangement “may make their desires known through their chain of command.”
Boyd said the immigration and customs agency already has deployed more than 700 law enforcement and support workers to the Gulf Coast to provide security for FEMA rescue workers and provide law enforcement support, plus equipment that includes detention buses and mobile command centers.

You may have seen mention of the “Hurricane Pam” exercise in press coverage of Louisiana’s emergency preparedness, or lack thereof. I used to work for IEM and was at the Hurricane Pam exercise.
As with most IEM projects, the Hurricane Pam exercise was put together at the last minute, in a blind animal panic with no time for refinement, testing, or subtlety, but it still was a remarkable and bold idea.
There were contracts in place with major vendors across the country, and prestaging areas were already determined. […] this is one reason FEMA has rejected large donation and turned back freelance shipments of water, medical supplies, food, etc: they have contracts in place to purchase those items, and accepting the same product from another source could be construed as breach of contract. This could lead to contract cancellation, thus removing a reliable source of product from the pool of available resources. … but the reasoning is that if they accept five semis of water from the east Weewau, Wisconsin, Chamber of Commerce, the water supplier, who is contractually bound to provide 100,000 gallons per day will be freed from that obligation.
So: Louisiana did have a hurricane plan (pdf file), but was devising a new one, to be based on recommendation from the people who would actually be doing the work. The need to evacuate people from impact areas, including those without transportation or the means to obtain it, was discussed, despite media assertions to the contrary.
