Gov Vilsack’s website has recent media posts, among them his reaction to having put some questions to the federals who ordered the Swift packing company arrests, and getting no answers in response.

Vilsack is speaking up, much to his credit.
Among the most outrageous things the government has done to take custody of nearly 100 local residents and not tell their families where they are, the governor charged. Along with that, Vilsack said the families have not been given any sort of visitation, either over the phone or in person.

We know the Border Patrol spokesmen have said they need somewhere to house anyone they wish to detain, so this must be it. I suspect ICE has held off on the large multi-state raids, looking for illegal workers, until such facilities were built.
I imagine that KBR is actually paying a salary to the employees who are hired to build these detention centers. My nephew, who was in Tikrit, wrote to let me know that KBR put our military to work over there when they had the contract to build dining halls. That always bothered me. My nephew seemed resigned to it, however.
