You know, Kayne West didn’t say that President Bush was a racist. He said that President Bush didn’t care about black people. You don’t have to hate someone to not care about them. You don’t have to feel superior to someone to not give a crap if they’re drowning. If you’re a sociopath, it’s really quite easy to not care about people in dire need.

The fact that the comments bugged him over actual policy decisions makes it seem to me that Kanye was right.
And to go on about another point, let’s take Adam Serwer:
Maybe what he should have said was;
“I am not a racist. My record speaks for itself”.

He would be right. His record does speak for itself.

That’s different from caring.
Bush never even thought to care about people.
Particularly poor people.
